The policeman was not simply on site - spotted the bomber and in a Jack Bauer like move simply shot him in his head, taking him down with one shot.
WHAT REALLY HAPPENED: The 2nd bomber was seriously injured by the first bomb. A medical team arrived and started treating the patient, and upon opening his shirt, found a bomb. They immediately distanced themselves from him and called the police. The police arrived, set up a perimeter (just like in 24), and the bomb squad tried to shoot him. They were unsuccesful, and the another police officer - Kobi Mor, shot him from a distance of 20 feet with about 5 or 6 shots. This was not a case of supreme heroics or great valor - it was simply a person with a gun killing a would be murderer who was lying on the floor half dead. It was a necessary act, as half dead suicide bombers can become fully dead murderers - taking others with them.
