The pains being taken to ask the women to dress "modestly" to me say more with regards to the confused factions congregating at Sheikh Jarrah than anything else. Attempting to educate naive Israeli women about potential sexual harrasment between cultures is a preventative step that should be applauded. Of course questions regarding the occupation and blame will emerge in that type of discussion. However, I would not even for a second imagine that of the organizers of the workshop who you say are "fighting internally" are CONDONING the attitude of Palestinian society vis a vis Israeli women's secular dress, rather trying to come up with ways to address the culture clash and keep everyone calm.
