(The plan, of course, included compensation for the owners according to the assessment of an independent assessor.) Rabbi Riskin, however, opposed and fought against this vehemently: He insisted that not one single square inch of Efrat was to built upon expropriated land. In the end, R. Riskin won, and the land was not expropriated.
