The Real Story:
IDF combat units operating in the Shomron region were entering Palestinian homes, suspected of containing weapons.
In one home in a Palestinian village in the Shomron, instead of finding weapons, the IDF soldiers found 2 caged baby Falcons, in rather awful condition.
Falcons, are a protected species in Israel, they the 2 baby Falcons were rescued and given over to Israel Society for the protection of animals, who are nursing the birds back to health.
Its unclear why PETA and the UN have not yet condemned Israel for this barbaric act.

Looks like a kestrel to me. A search of JPost brings up a story that kestrels are being used on Israeli farms to kill mice and voles.
