the custom of chasidim from galicia (somewheres around Poland, Russia, Hungary and Romania) is to wear knickers and long stocking and "halb shich" shoes with out laces, some where white socks only for Rosh Hashana and Yom Tovim and Family simchas (ie Belz)and black socks the rest of the year while others wear every shabbos white socks
